Odisha Government asks officials to boost up raising of claims in RSBY

Boost up the raising of health claims under  Rastiya Swasthya Bima Yojana (RSBY) ordered Chief Secretary Bijay Kumar Patnaik while reviewing the progress of the scheme in Secretariat conference hall last evening.

Patnaik has advised Labor & Employment and Health & Family Welfare  and Departments to make an analysis of the bottlenecks in the process of raising the claims by  Rogi Kalyan Samities (RKS)  centrally and work out the details of administrative and institutional support required for the purpose. Chief Secretary has suggested examining the alternatives of providing incentives to the existing staff and engaging additional staff in busy hospitals for facilitating the process of rising of  claims by patients.

It has been decided that  RKS will ensure treatment to patients by utilizing its own funds  which can be later on reimbursed from the claim amount. Review shows in the meanwhile the programme has been extended to 28 districts. The enrolment in other 2 districts namely Mayurbhanj and Jagatsingpur will be started from the current month. As of now 16,95, 652 BPL  families have been insured under  RSBY.  A total number of 435 public hospitals and 65 private hospitals have been   empanelled for claim settlement under the scheme.

Total number of 7002 claims have been settled and Rs. 2, 45, 84,531/- have been provided against theses claims. The dates of enrolment have been extended in respect  of 6 districts namely Cuttack, Khurda, Ganjam, Kendrapara, Sambalpur and Sundargarh. It has been decided that the Policy period of the beneficiaries in 4 districts viz. Jharsuguda, Deogarh, Nuapada and Puri which is scheduled to expire in coming months will be renewed with the same company through which families have been ensured.  The proposal of designating ASHA workers as Additional Field Key Officers for implementation of RSBY was also discussed in the meeting.  Chief Secretary has advised the Health & Family Welfare Department to develop IEC material for diffusion of message on RSBY and intensify the awareness building activities so that more and more people start demanding the service and raising their health claims. The Department has also been asked to set up one dedicated project monitoring unit at the sate level to monitor and  supervise these activities.

It has also been decided that the personnel’s of RKS will be  sanitized and trained  for ensuring proper treatment to the insured persons and for raising claims of health insurance.  Development Commissioner Sri Rabi Narayan Senapati, Pr Secretary Finance Sri Jugal Kishore Mohapatra,  Secretary  Panchayti Raj Sri Pradeep Kumar Jena, Secretary Labor & Employment C.T.M.Suguna, Secretary Health & Family Welfare Smt. Secretary Law Sri Debabrata Das, Additional Secretary PR , Smt.  Usha Padhee , Joint Secretary Labour & Employment Sri Biswanath Pradhan  along with other senior officials participated in discussions.
