OHRC orders compensation for handcuffing accused

The Orissa Human Rights Commission (OHRC) on Thursday directed the Home Department to pay a compensation of Rs 25,000 each to two theft accused who had been handcuffed by police on their way to a court in Bargarh two years ago.

Chairperson of the rights panel Justice RK Patra directed that the compensation be paid within four weeks. The order was in pursuance of a petition filed by Seema Mittal, whose husband Pranab Pradhan and another person Girindra Pradhan, both accused of theft, had been handcuffed while being taken from Sambalpur Central Jail to SDJM Court at Bargarh.

The duo had been arrested following a case in Bargarh Town police station.

On November 14, 2010, Seema had filed the petition citing the Supreme Court guidelines on handcuffing and had sought relief.

LIFE FOR KILLING WIFE: In a separate case, a fast track court awarded life imprisonment to a man for murdering his wife six years ago. Barik Das, the accused, was convicted under the Sections 302 and 201 of the Indian Penal Code by Fast Track Court 3 here.

The court handed him rigorous imprisonment under Section 302 (murder) and four years under Section 201 (causing disappearance of evidence).
